RMKS/1.  The Defense Biometric Identification System (DBIDS) is the 
electronic physical access control system used by the Department of the Navy 
(DON) to assist sentries with access control duties.  Using DBIDS reduces the 
DON from exposure to unnecessary risk.  When utilized, there is a decreased 
opportunity for unauthorized individuals that pose a threat to DON personnel 
and assets to gain access to installations.  DBIDS assists the sentry by 
checking a credential for authenticity and identity verification of the 
individual with more certainty than a manual and visual review which consists 
of touching and looking at the credential. 
 
2.  DBIDS provides commanders the following capabilities: 
    a.  Access to Debarment Lists from all Department of Defense (DoD) 
installations. 
    b.  Ability to check personnel against the Federal Bureau of 
Investigation's National Criminal Information Center (NCIC) Federal Wants and 
Warrants. 
    c.  NCIC, known and suspected terrorist files. 
    d.  NCIC, sex offender registries. 
    e.  Create schedules by specific day and times for access by group or 
individual. 
    f.  Ability of commanders to know who and when personnel have accessed 
the installation. 
 
3.  The following reminders are applicable to all DON personnel: 
    a.  All persons granted unescorted access to DON installations and 
facilities must possess an authorized and valid credential.  Such credentials 
will be issued only after: 
       (1) Determination of a valid purpose. 
       (2) Completion of identity proofing and vetting. 
       (3) Favorable determination of fitness. 
 
4.  In accordance with reference (a), the DON Services are directed to use 
DBIDS to scan ALL credentials at ALL times.  The only permitted exception is 
during peak traffic periods or special events, during which U.S. citizens 
with a Common Access Card (CAC) (Active Duty/Reservist/DoD civilians and 
contractors with a green striped CAC) may be primarily verified visually, 
with electronic scanning performed on a random sampling of such CACs. 
 
5.  In accordance with reference (a), ALL foreign national credentials, to 
include blue-striped CACs and United States IDs, will be scanned at ALL 
times. 
 
6.  Previously, the SECNAV 5512/1, DON Local Population ID Card/Base Access 
Pass Registration form was the sole means of collecting Personally 
Identifiable Information to support base access requests.  This ALNAV 
authorizes use of the DBIDS pre-enrollment web portal for personnel 
requesting access to DON installations, and will be included in the next 
revision of reference (a).  This feature will reduce the time personnel 
requesting access spend at the installation visitor control center and allows 
DON staff to better manage workloads.  The web address is: https://dbids-

7.  Controlling access to DON installations is paramount and remains our 
first line of defense.  Although security can be cumbersome and complex, it 
is essential to our national interests, the protection of defense 
infrastructure, and the protection of our personnel and their families.
